can't install coa, lang or any extension

I'm working now for three weeks to install frontaccounting for my needs, with standard dowload version 2.3.18

After finding a way to use german lang installed manually, not with installation topic in setup, i can't install any extension like
laguage, themese chart of accounts a so.

This message pops up:

Please help,what im doing wrong. I'm running a few other appli's on this system for testing like typo3,letoDMS, Zurmo etc
