The solution was implemented from the following post.

So what's the solution with PDF with Arabic

Is there a solution for creating and viewing reports across a browser rather than a PDF

You are using the Foxit PDF reader to view PDF documents. Make sure you are using a recent FireFox Browser as it comes with a native PDF viewer so that it shows up in the browser itself. Check your browser Applications linkage options.

Still the same problem
I used Firefox and downloaded the file and the same problem http://prntscr.com/hzw9xs

Ask someone else to view the page and see if they can see it or compare with their installs. We can all generate Arabic PDFs. Hope you have the necessary fonts installed in FA.
