Does anybody know how to update my current version 2.3.12 to 2.3.13?

Look into update.html file included in the tarball.

It doesn't say how to implement update. It has release notes.

Refer Forum Post for both the changed file sets (v2.3.12 to v2.3.13 and from v2.3.13 to Mercurial 3109) and overwrite your existing files.

There are no db changes.

Just check the difference between your config.default.php and your config.php file for newer options and update config.php accordingly. Use WinMerge2 for the job if you're on Windows.

All the update process is explained in details in the update.html file, just look below release notes.
If you prefer to rely on official version, just upload 2.3.13 tarball from sourceforge project page and follow instructions.
