You clearly mentioned Chinese is not supported by the server you are running fa on. So make sure its installed or your service provider install it in your server partition.

1. I tried to set it as default but it doesn't set as default.
2. It is written that the Chinese is not supported by server locales.

What are your FA version: 2.3.18, PHP: 5.4.31, Apache: 2.4.10
Are you using Simplified or Traditional Chinese? I need both
Do you have the necessary locales installed both in the OS and for your client browser? Yes

Do the weird strings when recalled in the Web UI appear as the correct characters? No

Besides installing the Chinese language, you have to set it as the default language.
