Add Manual Language

Please kindly give me an advice to add my country manual languages (Khmer Langauge). I try to add it many times, but it is not working. I installed manual languages via po & mo as the mention and i see the installed_language.in file code, It is fine the same other languages. What the different is it didn't have version and package. i test to put the version and package as the same language above but it's still not working.
