Or your version information or repository  file might be corrupted.

"Release file in repository is invalid, or public key is outdated."
whenever I try click on one of these links:
  Install/Update Languages
  Install/Activate Extensions
  Install/Activate Themes
  Install/Activate Chart of Accounts

This is happening with version 2.4.RC1
