Did you set the flag:
/* email stock location if order below reorder-level */
$loc_notification = 0;
to 1?
This is in config.php.

I entered my email address at location section and sell an item through direct invoice and the reorder level is under the limit, but there is no email notification sent to my registered email.

Is there any missing step?
