is there any solution for rendering PDF reports with a UTF-8 or Windows-1256 chartacters encoding

I'm using arabic language and have a problem that all appears as this:

102 Ø´Ø§Ø´Ø© 17 Ø¨ÙˆØμØ© 12 2 10

is there any solution for that?
