XAMPP distribution is buggy at least in versions 1.7.7-1.8.0.
See XAMPP bug related thread for more details.
Use WAMP instead.

you only need to restart apache in the xampp control panel.

I just downloaded FA, trying to install it on XAMPP, which was also just downloaded. I have researched the wiki and forum, made the recommended changes (uncommented php-openssl etc.), made sure everything in the install.html was OK. I still get the "OpenSSL PHP extension have to be enabled to use extension repository system" message. Now I'm stuck. I notice several forum items where folks are using WAMP; could XAMPP be a problem? Any help would be appreciated.
