Just set utf-8 encoding in Russian section at lang/installed_languages.inc. When you have translation file ready, please share it with FA community. You can  send it to contributions mailbox.

So I have to use UTF8 encoding. Is there way use UTF8 instead of ISO8859?

As far as I know tclim made a patch to be able to use such a wonderful thing as UTF8. If it is so, it is great! Could you share link to this patch with me?
