Red triangle on cPanel v 2.3.10

Hi, I installed 2.3.10 but noticed a red triangle upon looking around i found that I need to disable java in the browser to see if there is any error. I disabled java and it works fine. Now the issue is

1. What to ask my hosting provider as tracert gives me 240 MS. Are there any missing items they need to provide me.
2. Loading pages when java is disabled takes a blink of an eye.
3. When I open error log to investigate I found this "error_log() has been disabled for security reasons in ..... "

Any help in this matter is greatly appreciated.
