installation in loop

hi
i'm trying to setup the version 2.3.7
on windows server
Xamp
php = 5.3.5
MySQL = 5.0.7

on the installation page i get all OK
then i click continue
then i'm prompted with the SQL information

then i click Continue
then i get back to the first page

everything is correct

php session path
and the innodb
and the Tmp folder
i checked it all
the same

what is the problem !!!
