Tax stays at zero when adding sales/purchase orders

When adding a line to a sales/purchase order system calculates line total and sub-total correctly but when it comes to tax, despite showing correct tax under sub-total, it stubbornly stays at zero.
I have added a correct Tax, Tax Group and Item Tax Type and tax shows but is not getting calculated.
