If you have not root access to the hosted server, ask your support to do it for you.

Not my server, though, but outsourced to a hosting company.
I've tried unsuccesfully to install es-AR as default language. System diagnostics state: "Missing system locale: es-AR.iso-8859-1"
The thing is I don't know how to solve this. I've read the threads related to this issue and none seem to be of help.
